Description

Investigation into how demand for commercial development (Use Classes 4, 5 and 6) is assessed to support planning reform by advising on whether demand analysis is undertaken comprehensively, consistently and in a coordinated fashion.

The report considered how current and future demand is assessed and examined national, regional, local authority and below LDP levels of planning hierarchy.

Outcome

Identified inconsistencies across Scottish local authorities in calculating the total employment land requirements and recommended strategies to ensure land use planning is based on robust assessment

The study is regularly cited as best practice guidance for land use planning in Scotland.
